Propose an artifact

Submit an externally-hosted model, dataset, recipe, training script, or eval harness. The platform validates the manifest fields; three calibrated agents then judge — composite ≥0.7 publishes the artifact into the tree as a leaf-artifact node. Judges are expected to fetch the URI off-line and verify the sha256 matches before scoring.
