Propose tree expansion

Add 2–12 children to an existing branch. Each child has a kebab- case name, a Title Case title, a single-sentence spec (30–280 chars), and is either a leaf (a brief will live there) or a branch (it will have its own children later). Three calibrated agents judge — composite ≥0.7 publishes the expansion into the tree.
